Gia Nodia: democratic Georgia cannot be established at once

Gia Nodia, expert in political science said this government is very efficient, no such government existed even since the times of king Davit Aghmashenebeli.
"Now we have a state which fits to the standards of 21 century. It is quite efficient, "- Gia Nodia said taking a floor at 76-th seminar of Rose Ross under PA of NATO. Nevertheless he considered that a lack of democracy till exists in the country. Three reasons are hindering to this process: first of all this is a reason caused by personalities, for instance people say that Saakashvili is a dictator and this is a main core of the problem (however I privately do no subscribe to this position). The second reason is that the government should be replaced over revolution (as well this position I take skeptically). And a third one - the Constitution, which was not quite democratic (but this problem now is resolved partially, as a result of amendments it neared to the democratic standards).
Moreover the Georgian democracy has system problems. I mean the institutions are not democratic. However should be noted that the democracy cannot be established over the night instantly, "- expert said.
