Georgia's President Mikheil Saakashvili has vetoed the Amnesty bill, the President's spokesperson Manana Manjgaladze confirmed the information.
Manjgaladze said that work was under way on certain parts and the amended bill may be sent to parliament by the end of the day. Parliament has to consider the president's remarks or overcome the president's veto, which needs 89 votes of MPs. It should be noted that the parliamentary majority is going to overcome the veto.
Saakashvili made a statement about vetoing a part of the amnesty bill at the meeting with students yesterday. According to him, the bill was submitted to the President's residence yesterday evening. The President noted that the Interior Minister said crime had ‘increased insignificantly, by 50%'.
‘It is dangerous when many people leave prison. Amnesty takes place when there is a stabile situation in the country. When you are releasing a significant part of dangerous culprits, you are making a mistake', the president noted.
According to him, he has remarks with regard to the register of the so-called political prisoners too, as none of the influential international organizations has ever said there are political prisoners in Georgia.
Mikheil Saakashvili expressed hope that the release of prisoners was not ordered by Russia.
According to him, the parliament wants to release pedophiles and Russia's spies. ‘I will not sign this part of the bill. I will not take responsibility for this'. "There are 5 political prisoners in Belarus, 11- in North Korea and the parliament of Georgia is saying there are 200 in Georgia. Such a statement says that it is not serious country and if anyone understood this statement completely, then we will be seen as Burma, Belarus and dictators of the 70ies. Who will invest in this country? Who will employee you?" Saakashvili stated.
He said that because of the weak defense, Maisaia obtained sensitive information in the MOD.
Saakashvili said that they detained a group of Russia's agents in 2006. The special service demanded cooperation from one of them as they had paid him 6-7 thousand and he continued to work with them. Saakashvili said in 2008 the detainee gave up information to Russia's GRU units about Georgia's activity and "now Maisaia is released as a political prisoner"!
He said that those who plotted the Mukhrovani mutiny are going to be released. "Gigi Kalandadze laid siege, spread artillery. I called in the morning asking what they wanted. They said they wanted the President's resignation, the government's resignation, new elections and release of prisoners. The tank unit head told me that they were on strike. Otanadze told me that he didn't want to be pardoned; Russia or his government would come and release him. What a talent for prediction Otanadze had!", President said.
Saakashvili voiced hope that prisoners are released as revenge on him and not by anyone's order. "When you release such prisoners, this is done to take revenge on me or is directly ordered by Russia. I will veto this part, as I don't want to shame Georgia. I consider the rest of the amnesty to be unacceptable too, but this is the political decision of parliament and if they want, let them overcome my veto in the first part, take responsibility for shaming Georgia. Let them release the coup participants, Russian agents, Putin will praise them once more and say that there are positive signals from Georgia", the President said, adding that he vetoes this and also the part of the amnesty bill about pedophilia.
